Man Accused of Impersonating Undercover Police Officer

Charges were filed Wednesday against a 36-year-old man accused of impersonating an undercover police officer and stopping and frisking a woman in the Inland Empire.

The suspect, dressed in plain clothing, flashed a light at the victim in Norco on the evening of Nov. 25, according to the Riverside County Sheriff’s Department.

The woman, who believed she was being pulled over by law enforcement, parked her vehicle. The man approached the driver and her two passengers, ordering them out of the vehicle.

Because the suspect identified himself as an undercover police officer, the three complied with his demands.

As he questioned the victims, he conducted a pat-down frisk on one of them. When one of the victims asked to see proof that the man was indeed a member of law enforcement, the man was unable to provide identification.

He then allowed the three to return to their vehicle. They quickly drove away and called 911 to report the incident.

Following the crime in Norco, sheriff’s deputies learned that a man had been arrested in Corona on separate charges.

The suspect was identified as Scott Anthony Doud, 36, of Rancho Cucamonga.

On Nov. 29, additional charges of impersonating a peace officer, kidnapping and battery were filed against Doud.
